What I was hinting at is maybe there are better pension benefits for NYCTA employees than for MaBSTOA so converting employees would cost them more.What I heard is that MaBSTOA pensions come out of the farebox where NYCTA pensions do not. That at least would be an impediment to making fares free which probably would never happen anyway. |
