Western Indiana never had year round DST. Western Indiana is and always was part of the Central time zone and always observed DST. The rest of Indiana was part of the Eastern Time Zone and didn’t observe DST at all. They began observing DST with the rest of the country (except most of Arizona, Puerto Rico, and Hawai‘i) in 2007.
