Also, put tolls on the free bridges over the East River.There's a problem. US highway funds are limited to free highways. NYS/NYC would be liable for reimbursing the Feds for the $10B+ spent on making the Bklyn, Manh, WB and Qboro structurally sound. The roadway replacement has a 35 year life. The first of these rehabs is due for another round. The cordon toll gets around this restriction because the tolled roads are not the highways eligible for federal maintenance funding. It's got nothing to do with congestion. |
