My guess is that construction sections were only funded as far as the 179th street layup. I don't know how the sections were divided up*, but it stands to reason that the extra work required for the layup might have made 178th-184th a single section, and so for accounting or legal purposes that may have been the only section which could be funded, pending approval of further route extension.*That said, I've seen the section/route terminology quite a bit in historical documents, and would love to know where I could research more about them. |
