They certainly contain villages within them, not sure if they can contain cities, if all land is either in a city or town (but not both), or if there is land that is in neither a city or a town. Cities and villages are incorporated municipalities, but there definitely are also unincorporated areas (unlike in New Jersey). Hamlets are named settlements generally smaller than incorporated villages, and are not considered to be incorporated. |
