So to be assured that the proper fix is done that will last for a "long" time, the existing duct bank should be fixed so it does not crumble onto the tracks?

No, the existing duct bank should be prevented from crumbling onto the tracks. There are many ways to implement this. Reconstruction is one. Encapsulation is another.
