The NYCTA meant the combined order of R-16's (200 for the IND-BMT) and R-17's (400 for the IRT) in that banner. Back in 1948, I seem recall a similar sign about "761 cars", in such the same fashion, when the R-12's were being delivered from A.C.F. as the first ones delivered to the BoT, meaning combining the 761 total from the one rebuilt R-7A [#1575], 400 R-10's, 10 R-11's, 100 R-12's, 150 R-14's, and 100 R-15's.
