We do benefit from the separation of MNRR and LIRR, to a point - indirect competition. If either RR tries something and it does well, the other can be pressured into copying the idea by the overarching MTA. I suspect that is the only reason LIRR has dual modes. MNRR also does a few other things better like their zoned approach to off-peak service. If they were under the same umbrella, least common denominator would apply (well dual modes aren't really working out for the ex LIRR routes, they really are a terrible idea and we should go back to making everyone transfer to diesel trains at South Norwalk and Croton Harmon). If you don't think that would happen, look at what happened with the subway: Despite 100% of the ex IND benefiting from 75'ers, due to the ex BMT not being able to handle them, we're not buying them anymore.
