Through the R42, every spec was spelled out in detail. With the R44, it was more a functional spec, and St Louis had to figure it out for themselves, which they could not.Handing a carbuilder a spec on something they have never done is risky. We see that now with Amtrak and CAF, never before being handed a FRA compliant car to construct. The cars are years overdue. They do not know how to weld. |
