However, the method proposed by Cuomo doesn't get rid of the old cables, meaning that there will be less tunnel space in the future. In other words, he's just kicking the can down the road, whereas the MTA plan cleans it up completely.The removal and replacement of the duct bank / walkway can be done piece meal without having to close the tunnels for an extended duration of time.
