The engineer shortage occurred slowly, thanks to the Christie-era NJ residency requirement. Plus over the past decade NJT has developed a tendency to throw their conductors under the bus w/r/t passenger disputes, with that kind of hostile work environment I'm sure those who could have been jumping ship to Amtrak, MNRR or LIRR rather than put up with that crap. Less conductors means less potential engineers. |
