They do not have enough equipment to cover all the service

That sounds un-credible too.

Some of the Comet and Arrow cars were Sandy damaged and never coming back. They cannot get parts

That's also another NJT lie. If Utah can get parts for Comet Is, and CalTrans can get parts for Comet IBs of all things, NJT can get parts for newer Comets far easier than that, even Comet IIIs.
