In the case of the 2-trip Metro-Cards - a PATH rider had to leave the PATH WTC terminal to obtain such a 2-trip Metro-Card to take the NYC subway to points further north, such as 34th Street. That was what was being replaced by the 2-trip Metro-Card. (Of course a person "could go anywhere" with the free cards until Sunday midnight with a return trip. But how many would do that.)

The up coming free ferry to/from New Jersey simply allows PATH riders a trip to/from the World Trade Center area to or from the PATH trains in New Jersey. The free ferry replaces the train.

Of course, a person "could" simply take a free ferry ride to and from New Jersey for the day.

What I find interesting is that a PATH train rider in NYC around the World Trade Center area from the hours of 11:30 to 7am has to find a way to the PATH trains at Christopher Street, or the PATH stops on Sixth Avenue in order to get home to New Jersey.

In any case, the PATH rider simply just pays their fares in New Jersey. There is no need to set up a separate fare booth at the WTC, just simply place direction signage to/from the ferry service. There might be a need to place a couple of PATH staff to answer questions, but not a need for a major operation.
