Thats one way he got to be the richest man in the world.
Having said that; what he was able to get is nothing new. Municipal tax breaks to private companies happen all the time.
Two examples come to mind. First, The Dodgers O'Malley got Chaves Ravine handed to him on a silver platter. He got the concessions, parking & various other breaks. Los Angeles wanted the Dodgers, they got 'em thanks to the incentives O'Malley got.
Next is General Motors v/s NY State.
In the mid 80s, they announced that they were closing their Tarrytown Plant. Reason given was that they could not ship their Luminas in the excess height auto carriers they needed to use to move more vehicles.
NYS countered with a proposal to raise all the bridges & overpasses so the excess height cars would fit, which they did. GM went along with this, but only promised to keep the plant open for another 5 years.
NYS signed off on the deal gambling that they would change their minds & keep the plant open way beyond 5 yrs. All this work paid (millions) for by the taxpayer.
So The Tarrytown plant did stay open longer than 5 yrs.
They they closed it in 6.
