Occasionally a train will be hidden there as a protect for Belmont Service or a special event in that area. Given the time of the video that may not have been the case, the other explanation would be PTC testing which the LIRR promised the FRA would be finished December of 2018. So some unusual moves like C3s and Dual Modes on this branch and others have been happening since PTC has to be proven on all places on all equipment not restricted.
