Lower level loop was out of service for over 20 years already, but tying in LIRR in lower level would have caused years of disruption for underpinning the tracks in park avenue tunnel from 63 street to lower level. MN is not in position to lose even one track for extended time so that plan went out the door real fast.it would also leave MN with a negative amount of storage tracks greater than what they lost now, which would have added to park avenue congestion . |
