I don't see how you can turnstile such a physically open system and all the stairways at Penn Station, some of whose platforms are used by other railroads.

In theory, you can pretty much work out a joint ticketing scheme and place the barriers at the entrance to Penn Station. Otherwise, a series of barriers at the entrance to the platforms is probably the most realistic solution. It's not too crazy given that the Japanese have insane ridership levels and they use gates.

What would you do at Mineola, whose platform is flush with the streets ? Put up a 8' iron fence ?

In theory, you could leave a bunch of readers with no fencing, but if needed, you'd probably have to fence off the platforms.
