Vorando (?) maybe owns it but what incentive do they have to open, clean and guard that tunnel. NONE at the moment. They might get an incentive as part of some Hotel Pennsylvania redevelopment plan. Various subway improvements, including the 49th Street passageway from 7th to 6th, 6th Ave from 40th to 39th, and the escalators at the northeast corner of 14th Street and Union Square East, owe their existence to development incentives. |
