The MTA did not do a retro-renovation because it could ot.
Too many people have special interests in the site. They wanted a fitting memorial. I am not sure what those names are and what is written there, but it is surely approved by 164 special interest groups, which was undoubtedly plurality of some 64,000 interested parties.
