WMATA BUS at least has a cash option for visitors

If you are visiting the area, you may pay the reduced bus fare by showing the bus operator a valid government-issued photo ID that includes your date of birth and address, or purchase the Senior SmarTrip® card and/or the $8.75 Metrobus Weekly Senior Pass at one of these locations. (links to a variety of locations some with evening and weekend hours) sounds a little better than SEPTA.
