Again I would love to know the person who decided that elevators and an overpass were preferable to ramps and on underpass. Overpasses are more only more costly but take longer to navigate. Also, ramps don't break down.

But then you don't have to hire a maintenance staff for the ramps, or budget to replace them, or have a droid go from station to station inspecting them.

It's a jobs program that moves a few people as a side benefit....
