The Arrow I's were built as EMU's for operation on the former PRR electrified lines out of Penn Station in 1968. They were joined by the Arrow II's in 1975. The Arrow III's were delivered in 1977-78. They were intended to operate on the electrified line of the former Erie Lackawanna Lines out of Hoboken. However the upgrading of the EL lines was not complete so the Arrow III's were assigned to the former PRR Lines. This created a surplus of MU cars and the Arrow I's were placed in storage.

The Arrow I were taken out of storage about 1987 and converted to non-powered coaches. They were then known as "Comet 1B." None of them ever ran for the MTA built they may have been used on Port Jervis trains from time to time.

The cars that you saw with the MTA logo were probably the Comet 1A's.

They were a total of eight cars. They were built by Budd and Avco in 1979 using Arrow III car shells. They were unpowered.
