No analogy.

SEPTA was under-funded due to a lack of state funding, now shored up by a hiked gas tax.

Amtrak gets it largest appropriation ever for the National Network (read non-NEC), and they still shoot from the hip and cancel even pre-approved charter trains on shore notice, with tickets already sold.
