The T/Os have always been told not to do that and there have been bulletins issued and reissued to that effect with instructions to TSSs and line supts to monitor for compliance. However, a few years ago a line supt told me that “They told us to go easy on that one.” My response was that if “they” didn’t put it in writing then “they” never said it. CTA has always had a tinted window in their operators’ cabs including the old corner cabs and an instructor I know told me that in Chicago, that rule not to cover the glass is strictly enforced. I have often ridden the T/Sq shuttle and noticed that the T/Os hang either their jackets or utility bags on a hook over the cab door window effectively blocking it. You would think that if the MTA didn’t want that window blocked, that the coat hook would have beed placed in such a way that it would be impossible to block but that doesn’t seem to be the case. Back when the BMT Multis were running, they had a long narrow window in the M/M’s cab door which while not quite the same as what the R-46s and up have, could be looked through if you hunched down a bit which I often did. I never recall seeing any BMT M/M worth his salt covering any part of that window at all.
