Is there enough clearance in the station to run a pedestrian bridge over the relay tracks, yet clear the tunnel ceiling ?

Chambers St was built to Triborough Subway standards which had higher ceilings than the Dual Contracts specs.

Another possibility is that they intend to eliminate the relay tracks. Note this open ended statement in the announcement: "parts of the mezzanine and existing station facilities will need to be removed or reconfigured."
