I would make sense since when the line first opened, the BMT’s Fulton St el was still carrying a substantial number of passengers so N/B ridership on the A line was considerably less than it is now so the trains needed to carry uptown passengers to lower Manhattan were not needed for return service. Those trains laid up in Bkln midday and were put in for N/B PM service.
