1. It was technically not part of the IND, but a separate, temporary entity, called the World's Fair Railroad.

2. It took a LOT of wrangling between the city, the state and Robert Moses to get built - Moses and some upstate Republicans insisting it wasn't needed, but LaGuardia and downstate Democrats insisting it was.
It finally got started, when it was agreed it would temporary, and that 10 cents would be charged - a nickel to leave the the station at the fair,and a dime to enter at the fair.
