Thru coaches between the Pennsylvanian and the tail end of the Capitol Ltd don't add trains miles, costs little to do, requires 2 more Amfleet coaches to circulate to Chicago, and won't cost Penn DOT a dime.

But the western PA advocates are shooting for 3 Pennsylvanians (extended Harrisburg trains) and no interest to do anything else. They have been stuck at that point for 13 years.
