Um, take a look at the geography between the two cities and you'll see why you need high speed rail. There are two natural routes out of Jerusalem to the west. Highway 1 sits in one of them and was recently expanded to three lanes in each direction for the entire length from Tel Aviv to Jerusalem. The bus between the two cities is scheduled to take 55 minutes but the trip can take much longer if there is bad traffic, especially on the uphill to Jerusalem. The train uses the other route, taking a winding route through the mountains that was constructed by the Ottomans. This route carries few passengers and takes about 90 minutes to travel between the two cities, and now requires changing trains in Beit Shemesh. Trains are limited to less than 40 KPH for much of the trip between Beit Shemesh and Jerusalem due to the many curves along the way.
