That stairway is used for employees to access the layup trains on the lower level. As for the plans being changed for access to the Manny B, that was supposed to be temporary to provide a quicker access for trains from Bkln to access Manhattan since the bridge tracks were ready before the tunnel was completed. As is the case with many “temporary” connections, this one became permanent and the upper level of City Hall station was ramped down at the S/E of the station to meet the up ramp which still exists coming from the lower level. |
