why must he have been distracted

Because he knew there was a dangerous curve but he failed to slow down for it.

If I were driving on some rural road and I had been told that it was a breeze except for some really nasty minimally marked curve at mile 9, I'd be on the lookout for it even if I was totally inexperienced with the road. But I can't promise with 100% certainty that I wouldn't get distracted for a minute and fail to be vigilant.
