Non technical, not full legalese ADA explanation. NYCT employees were given Basic ADA and proper terminology training such as a Customer using a wheelchair since the wheelchair gives them mobility rather than confining the customer or a customer with a disability or a visually impaired customer, etc.
ADA requires level boarding - it can be a high platform like NY Penn or 30th Street or a low platform IF the train car floor allows roll on/roll off.
Mini high platforms such as Cornwells Heights are no longer permitted due to double stops if the AD customer is in the "Wrong car" and the crew did not notice when the ADA customer boarded. Existing mini high platforms are grandfathered in but if the station is renovated level boarding is required.IF Cornwells Heights were rebuilt today it must have high platforms.
Amtrak Superliner service to Denver, Chicago, etc. has level boarding with the low platform
Level boarding , be it high or low platform , speeds service by not requiring use of steps to board or exit a train, especially with bicycles, luggage, strollers, carts, etc.
Amtrak's Acela can not use a low platform except by use of an emergency ladder
Other NE Corridor Amtrak trains and long distance trains from/to NY Penn such as Keystone, Crescent, Carolinian, etc. can use high or low platforms and they do have steps under a trap door which is raised for low platform stations.
Amtrak would like to convert DC Union Station to all high platform but VRE is objecting since VRE trains can only platform at low platforms . VRE is ADA compliant due to level boarding
SEPTA Regional Rail is adding high platforms at many stations such as Primos and Secane and Newark in Delaware , among others , as is MARC.
IF you recall the ramps that were present at Times Square BMT , They had to be removed since they were too steep and did not meet ADA requirements.
Stillwell's ramps had to be rebuilt to ADA specifications.
