At NYCT, the conductor is in charge too, at management's convenience because all of a sudden with OPTO that disappears w/o comment, but that's getting off on a tangent.I believe that was an issue with the Union Square wreck. The conductor knew that the TO was going way too fast but was unsure if he had the authority to do anything. |
