So it is easier to get endless extensions than either do the work or cancel the program.
And as to the money issue, ALL of the Class 1s are doing well and whether self insured or buying outside policies, having PTC certified and operating should be reflected in lower premiums/set asides, as the likelihood of payouts decreases.
As to the frequencies, obviously that has been solved as there are islands of operational PTC.
