I'll say it AGAIN, paraphrasing Michael Crichton:

The free market doesn't ensure safety; only regulation does that.

If you want safe drinking water, you need the EPA.

If you want safe air travel, you need the FAA.

If you want safe meat and produce, there better be inspectors.

The same holds true for the railroads, which is why we have the FRA.
