So what does that mean if not rides from NY to NJ? Maybe LIRR riders using the East River tunnels? Did they sustain the same kind of damage the Hudson River tunnels did?


The phrasing was a little awkward, but I think what they were trying to say was, essentially, "New York and New Jersey each have to pay 25% of the construction costs. New Jersey has decided to fund their portion with a surcharge on NJT tickets to and from Penn Station, while New York has decided to fund their portion by other means."
