I would think there has been some regression in the last 20 years.

Mexico, Venezuela, Hungary, Russia, Turkey, India, Pakistan, Syria, Bangladesh, South Africa, Kenya, Egypt, China (worse in some respects, better in others), North Korea.

Vs. Iraq, Libya (hard to compare), Serbia, what else.

You'd have to include economic advances at the cost of political freedom (e.g., India, China) or danger (Mexico, South Africa, Libya).
