No, the leaks come from water and sewer lines under the streets. Some may predate the 1913 opening of the station. Another possible source is the basement walls and/or floors of the NYC Municipal Building. Part of the roof of Chambers St station was lowered for a storage are under the NU Municipal Bldg. That area is now 70+ years old.
