It doesn't seem all that smart to have let them onto an unfinished structure. Perhaps they were part of a construction train- but I don't see any accompanying flat cars, crane cars, etc...Look to be almost the reverse of when a Myrtle or Lexington Ave El train wandered onto branch that was being demolished (Navy St/Hudson Ave?) |
