Enough money has been spent on ESA already to build a tunnel through Downtown and join it to the Atlantic Avenue branch.

And at least in one of the ideas, they have the semblance of a Union Station, although they join it to the Atlantic Avenue line and not the Bushwick Branch and Lower Montauk. They keep a station at Hoboken.
