Other sites describe that the loop handled all El service, but it doesn't make sense that any one terminal could handle service from Broadway, Lexington, Myrtle, as well as Brighton trains (double that if they all looped back to Park Row).

This makes more sense. So what I can piece together is that during peak service times, the Els ran the full route length. During off peak times, Fulton Line trains would use the loop to either Broadway Line or Lexington Line.

A shuttle would run from the City Line (Grant Ave) and loop around to Cypress Hills.

I'd have to assume that Broadway Line trains always ran the full route, since some were still running to Far Rockaway via the LIRR.
