I see very little difference between Cuomo's trying to shift blame to any target and similar outbursts from President Trump.

Con Ed's responsibility is to deliver electrical power to the customer's premises. Con Ed has the option of what point on the customer's premises to deliver that power. This location is called the "point of entry."

I had a summer job as a very junior engineer at Con Ed back in 1961. One of my tasks was to design how such power should be delivered from Con Ed's existing mains.

It's the customer's responsibility to distribute the power in his premises after the point of entry. All the shots taken with Cuomo in the subway appear to be areas that would be the MTA's responsibility.

The only difference since 1961 is that Con Ed purchased the IRT and BMT power generating and distribution systems. That might have changed the areas of responsibility for this customer. I believe the 25 Hz service was discontinued decades ago. Everything is now 60 Hz, so far as I know.
