It was in fact a walkway from the Sand St. station near the upper level at Sands St. (before or around the time the loop was constructed). The stairway is at Washington and Prospect St. and the walkway continues to the outbound station on the Old Mainline BERR at the York St. Station at York and Washington. It may have eventually been planned to be re-purposed to an el structure since it seemed rather substantial for just a simple walkway. |
