Penna., new driver license. Affects Septa

Septa is pushing the Key Card system, I got my Septa Senior Key Card late last year after waiting 5 months after I applied for it. So eventually , when the new driver's license comes out, seniors will not be able to use it as a fare instrument, and will be forced to apply for a Septa Senior Key Card.
If a senior waits too long to do this, he/she will have to pay a cash fare or something.
