Ok, a quick look at historic aerials has given us the answer- finally!!

First of all, my own long analysis of yesterday afternoon was a bit off. There was no large, unitary industrial building where the ice plant was. It must've been the poor resolution of DoIT's 1951 image that made me think so. Historic aerials.com shows a vacant lot there as far back as 1954. But their 1966 image shows a large parking lot.

So I guess this building was the cashier and management office of said lot.

I stand by my theory as to why DoIT says the small building and the brewery were built in 1920: do their own spotty records from the pre-WW2, and especially pre-WW1 eras, 1920 is their best guess- for which I do not fault them. They also show a lot of old houses in Flushing as having been built in 1920, when they are obviously older.
