My understanding is that the MTA never trusted any of the PA schedules for the WTC Transit Center (for good reasons), so they never got around to budgeting for the finishing out of the Corlandt station.In mid 2015 when it was clear that the WTC connections would be opening in the next year, the MTA kicked off the process to start finding money, and then hiring people to do the work. Being the MTA, from the time they got serious about finishing the station to the time it will open is 3-4 years. |
