What is holding up the reopening of this station? The shell was completed back in 2002. The WTC is up and running and the Oculus is as well. Why is it taking so long to reopen this station?

Three months ago, I rode by on a #1 train and saw some construction activity going on.

But that was three months ago. I don't know what the progress is.
