To underscore, flagmen for exempt grade crossings. Unlike other grade crossings, the responsibility of avoiding an accident falls on the railroad, which is why the flagmen are needed and vehicles that normally must stop at all railroad crossings are exempt from doing so at these, which have no crossing gates or warning lights. If you see a vehicle stopping at an exempt crossing when no flagmen are present, you know that the driver does not understand what an exempt crossing is and may not understand lots of other things that he ought to know as well.
