Think that might have had aught to do with cutting the area's transit options from NJ off?

Even HOB - WTC PATH is run way below capacity

If true, that is a recent phenomenon.

A main station further downtown would be very well used especially due to the subway connections, and revitalize the area. Shoving all the eggs into one basket will not work.
