Restoring the bridge was the cheap part. Upgrading to subway service was the expensive (signals and higher 3rd rail power). The City could have simply rebuilt the bridge and turned leased the service back to the LIRR. Politics did not permit turning control back to a private, bankrupt railroad who the PRR had already said it would no longer bail out. |
